· If the value is 15% or lower, a mockup is being created or active brain-storming is taking place. Nothing is set entirely in stone.

· 25-60% values mean the mockup is done, and is implemented in some way on the site. Hardly any functionality yet.

· 60-80% are pretty much completed. Design aspects or minor coding tweaks are still needed.

· 80-100% means we are done. Last minute fixes may come to mind.
